It has the name WALTHAM on the dial face over 17 JEWELS
indication it was flown with pride for many years

This is a very good condition, Pre WWII issue Japanese Model 30 Arisaka rifle bayonet, manufactured by Matsushita National Denki under Kokura Arsenal supervision. It comes complete with an original last ditch canvas covered wood scabbard, which is fitted in a very nice rubberized canvas frog.
